The Commission on Revenue Allocation (CRA) has concluded stakeholder consultations to inform the review of the Policy on identifying marginalised areas for the Equalisation Fund. The engagement brought together county leaders, legislators, and MCAs to strengthen an inclusive, evidence-based approach.
The Commission on Revenue Allocation (CRA) has concluded a week-long stakeholder consultation exercise as part of the ongoing review of the Policy on the Criteria for Identifying Marginalised Areas for purposes of the Equalisation Fund.
The consultations brought together key stakeholders, including Governors and county officials from areas identified as marginalised under the First and Second Policies, Senate Committees, and Members of County Assemblies (MCAs) representing communities covered under the Second Policy.
Through the County Assemblies Forum (CAF), MCAs representing marginalised areas participated in the consultations, providing valuable perspectives from the grassroots level on the implementation of the existing Policy. Their contributions highlighted community experiences, emerging challenges, and recommendations aimed at strengthening the review process and ensuring that the framework effectively addresses the needs of marginalised communities.
CRA Chairperson CPA Mary W. Chebukati, CBS, appreciated stakeholders for their active participation, insightful contributions, and commitment towards ensuring that the review process is inclusive, consultative, and guided by evidence.
The consultations mark a significant milestone in refining the criteria used to identify marginalised areas and enhancing the effectiveness of the Equalisation Fund in addressing regional disparities.
CRA will continue engaging additional stakeholders, including Members of the National Assembly, civil society organisations, and the public, as it progresses with the review process.
