CAF Leaders Participate in National Treasury Capacity-Building Programme on County Assembly Fund
CAF leadership and representatives from County Assemblies are participating in a three-day National Treasury capacity-building programme focused on the operationalization of the County Assembly Fund and strengthening financial autonomy, accountability and institutional independence of County Assemblies.
The County Assemblies Forum (CAF) is participating in a three-day capacity-building programme organised by the National Treasury on the operationalization of the County Assembly Fund, bringing together key leadership from County Assemblies to strengthen their understanding of the Fund’s legal, governance and financial management framework.
CAF is represented by Hon. Christopher Omulele, CBS, Speaker of the Vihiga County Assembly; Hon. Frederick Wafula, Speaker of the Busia County Assembly; Hon. Andrew Wanyonyi, Speaker of the Trans Nzoia County Assembly; the Speaker of the Kisumu County Assembly; Hon. Elisha Oraro; Western Cluster Representative Hon. Milton Boaz Omukunda; and CAF Chief Executive Officer, Ms. Lonah Losem.
Running from 10th to 12th August 2026, the programme brings together Speakers of County Assemblies, Clerks and Chairpersons of Budget and Appropriations Committees to enhance their understanding of the legal, institutional and financial management requirements underpinning the County Assembly Fund.
The capacity-building programme provides an important platform for County Assembly leadership to deepen their knowledge of the Fund’s operational framework and strengthen institutional preparedness for its effective implementation.
The operationalization of the County Assembly Fund marks a significant step towards enhancing the financial autonomy and institutional independence of County Assemblies, while strengthening accountability and ensuring that the legislative arm of county government is adequately positioned to discharge its constitutional mandate.
Through its participation, CAF continues to support efforts aimed at strengthening County Assemblies and advancing the effective implementation of devolution through appropriate legal, institutional and financial frameworks.
The programme further underscores the importance of collaboration between national and county institutions in ensuring that the County Assembly Fund is operationalised effectively and contributes to stronger, more accountable and responsive county legislatures.
