On Thursday, 20th February 2020, members of the Executive Committee of the County Assemblies Forum (CAF) engaged Commissioners of the Salaries and Remuneration Commission (SRC) seeking the establishment of a pension scheme for Members of County Assemblies (MCAs) and County Assembly Speakers. This was informed by the fact that MCAs and their Speakers have not been provided with a pension scheme to secure their social security unlike Members of Parliament, Civil Servants and staff of county governments. This is clearly discriminatory against MCAs.
A draft bill was tabled to the Commission and a case was made for the URGENT passing of a law to provide MCAs with a pension scheme, and the Commission was persuaded that it was necessary that such a scheme be established in line with applicable guidelines by SRC, the Retirement Benefits Authority (RBA) and other relevant authorities.
CAF will work closely with the 47 County Assemblies and the two houses of Parliament on the formulation of the law to govern the Pension Scheme.
